What manufacturers are facing now

Active mandates, now

California, Colorado, New York, and federal GSA procurement already require GWP documentation on covered materials. These programs are not proposed — they are running today.

State expansion accelerating

Washington, Oregon, Massachusetts, and Illinois have Buy Clean legislation in progress in 2026. The program is no longer regional — it is a national market access question.

Thresholds tightening

GWP limits drop 5–10% per cycle as programs mature. Products that pass today may fail in 12 months. Static PDF compliance is not a strategy.

All seven material categories

Cement, concrete, structural steel, rebar, flat glass, insulation, and wood are all covered across at least one active Buy Clean program. Each material needs its own EPD.

Built for Buy Clean

One record. Every jurisdiction. Always current.

01

Automated per-jurisdiction documentation.

Terrave generates a compliance pack for each active Buy Clean jurisdiction from one verified product record. No separate studies, no re-verification. California gets its format. Federal GSA gets its format. Same underlying data.

As states expand their programs, your existing verified EPDs generate new compliance packs automatically — without re-engaging consultants.

GWP threshold tracking, built in.

Every product in your portfolio is checked against current thresholds for each active jurisdiction. Products approaching or exceeding a limit are flagged — with the specific threshold, the current GWP, and the gap.

When thresholds update, your compliance status updates automatically. No manual spreadsheet maintenance. No surprises at bid time.

Every Buy Clean material, one platform.

Cement, concrete, structural steel, rebar, flat glass, insulation, and wood all have different PCRs, calculation methods, and declared units. Terrave handles each correctly — no generic templates that require consultant review.

For manufacturers who make multiple covered materials, all products feed into the same Buy Clean compliance dashboard.

Verifier-ready evidence chain.

Every Buy Clean compliance pack includes the underlying EPD, the calculation methodology, and the audit trail linking GWP results to background datasets. Procurement officers and verification bodies can trace every number back to its source.

No more assembling a compliance package from four different consultant PDFs. Terrave generates the complete package — correctly formatted for each agency.

The process

From product data to bid-ready compliance.

01

Upload your product data

Upload your material composition and plant data. Spreadsheet, CSV, or direct entry. Terrave accepts any format you already use — cement composition, mix designs, steel production data.

02

Verify and calculate

Terrave maps materials to calibrated background datasets, runs the A1–A3 calculation per the correct PCR, and shows you the GWP result. You review and approve before any document is generated.

03

Generate compliance packs

Terrave generates per-jurisdiction Buy Clean packs — one for each active program your product is covered by. Formatted to each agency's requirements. Ready to submit on the same day.

FAQ

Buy Clean questions, answered.

Which Buy Clean programs does Terrave cover?

Terrave currently covers California Buy Clean (CALTRANS and state agency procurement), Colorado CDOT Buy Clean, New York State OGS Buy Clean, and federal GSA embodied carbon requirements. State-level programs in Washington, Oregon, and Massachusetts are tracked and added as they become active.

Which material categories are supported?

Buy Clean currently covers seven material categories: cement, concrete, flat glass, steel (structural, rebar, HSS), insulation, and wood (dimensional lumber, engineered wood). Terrave supports all seven. Additional categories — including aluminum, roofing, and flooring — are added as programs expand.

What happens when GWP thresholds tighten?

Terrave tracks the current GWP threshold for each product type in each active jurisdiction. When a threshold update is published, your product portfolio is automatically re-evaluated. Products at risk of non-compliance are flagged before the effective date, giving you time to update formulations or documentation.

Do I need a separate EPD for each Buy Clean jurisdiction?

No. One verified EPD is the underlying record. Terrave generates jurisdiction-specific documentation packs from it — each formatted to the exact requirements of CA, CO, NY, or federal GSA. You don't pay for multiple EPDs or hire a consultant for each program.

Is Buy Clean documentation the same as an EPD?

Not exactly. Buy Clean programs require an EPD as the source document, but the compliance submission is a separate package — often including a GWP summary form, threshold attestation, and sometimes a third-party verification letter. Terrave generates both the EPD and the jurisdiction-specific compliance pack from the same record.

How does Buy Clean work across different materials on one project?

For a project requiring Buy Clean documentation on cement, steel, and flat glass, each material requires its own EPD and compliance pack. Terrave handles all three from a single platform — manufacturers upload their own product data, and the project team can aggregate documentation across materials.

What format do I submit to each agency?

Each program has its own submission format. California and federal GSA typically accept EPD PDFs with a GWP summary table. Colorado CDOT uses a specific submittal form. New York OGS has its own attestation template. Terrave generates the correct format for each automatically.

How quickly can I generate Buy Clean documentation for a bid?

If you already have a verified EPD in Terrave, generating a per-jurisdiction Buy Clean pack takes minutes — not days. For new products without an existing EPD, the typical path is 3–5 days from data upload to verification-ready documentation.
