Manufacturer journey
EU Construction Products Regulation

EU market access starts with a verified EPD.

The revised Construction Products Regulation requires EN 15804+A2-compliant EPDs for CE-marked products. Terrave generates compliant declarations, DoP packages, and registry submissions — for EU markets, North American markets, or both.

What the revised CPR means for manufacturers

EPDs mandatory for CE-marked products

The revised CPR makes EPDs a legal requirement for construction products with harmonised standards at classification C and above — not voluntary declarations.

EN 15804+A2 is the only valid version

The A2 amendment transition deadline passed in July 2023. New EPD publications must use EN 15804+A2 methodology: biogenic carbon, expanded system boundaries, EF 3.1 datasets.

National annexes hardening

Germany (ÖKOBAUDAT), France (INIES/RE2020), Netherlands, and Denmark have national procurement rules that extend CPR requirements beyond the base regulation.

CBAM convergence

CPR EPDs provide the embedded carbon documentation that the Carbon Border Adjustment Mechanism increasingly requires. One verified record serves both obligations.

Built for EU CPR

Correct declarations for every EU market.

01

EN 15804+A2 — correctly implemented.

The A2 amendment introduced mandatory biogenic carbon accounting, expanded system boundaries to include D (beyond-system-boundary), and requires EF 3.1 as the background dataset. Generic EPD tools often miss these requirements. Terrave's calculation engine is built on A2 — not adapted from A1.

Every declaration includes the full required indicator set: GWP-total, GWP-fossil, GWP-biogenic, GWP-luluc, alongside ODP, AP, EP, POCP, and all resource and waste indicators.

EU and North America from one record.

Manufacturers selling into both EU and North American markets don't need separate LCA studies. Terrave generates EN 15804+A2 declarations for the EU and ISO 21930 / ASTM-format declarations for North America from the same verified product record.

The calculation methodology handles the differences between EF 3.1 (EU) and TRACI 2.1 / ecoinvent-NA (North America) correctly — you don't need to manage two separate datasets.

Declaration of Performance, included.

CE marking requires a Declaration of Performance (DoP) that references the EPD as evidence for the product's environmental characteristics. Terrave generates the DoP package alongside the EPD — linked, consistent, and formatted for the harmonised standard that applies to your product type.

When your EPD is updated for annual renewal, the DoP reference updates automatically. No manual coordination between consultant and certifier.

04

Registry submission, without the friction.

EPD registry submission typically requires a formatted EPD document, a background study report, verifier correspondence, and program-specific metadata. Terrave generates all four — in the format each registry expects — and packages them for submission.

IBU, INIES, EPD International, Smart EPD, and ÖKOBAUDAT-compatible exports are all supported. No separate formatting work required per registry.

CE-marking DoP package with EPD reference, essential characteristics, and manufacturer declaration.

IBU submission package

IBU-formatted EPD and background study for German market registration.

INIES export (France)

INIES-compatible data for French national EPD registry and RE2020 compliance.

The process

From product data to CE-compliant declaration.

01

Upload product and plant data

Upload your material composition, production data, and EU plant energy inputs. Terrave maps each input to EF 3.1 background datasets — the standard required for EN 15804+A2.

02

Calculate and verify

Terrave runs the A2-compliant calculation across all required modules (A1–A3 mandatory, A4–D optional). You review material matches and approve results before any document is generated. Submit to your third-party verifier with a complete evidence package.

03

Generate EPD, DoP, and registry packages

Generate your EN 15804+A2 EPD PDF, Declaration of Performance package, and registry submission files — in the format required by IBU, INIES, EPD International, or ÖKOBAUDAT. All from one approved record.

FAQ

EU CPR questions, answered.

What does the updated EU Construction Products Regulation require?

The revised CPR mandates EPDs as the basis for environmental declarations for CE-marked construction products classified as C or above. This replaces voluntary EN 15804 declarations for those product classes. The A2 amendment (mandatory since July 2023) introduced mandatory biogenic carbon accounting, expanded system boundaries, and EF 3.1 as the recommended background dataset.

Is EN 15804+A2 now mandatory across all EU member states?

EN 15804+A2 is the mandatory standard for new EPD publications from July 2023 across all EU markets. EPDs published before that date remain valid until expiry but cannot be renewed under the A1 version. Germany, France, the Netherlands, and Denmark have national annexes that extend EN 15804 requirements for specific product types and procurement contexts.

How does Terrave handle EN 15804+A2 versus A1?

Terrave's calculation engine uses EN 15804+A2 methodology by default: mandatory biogenic carbon accounting (A1 made it optional), expanded background data scope, and EF 3.1 datasets. For manufacturers with existing A1 EPDs approaching renewal, Terrave shows the delta — what changes in the A2 result and what documentation needs updating.

Which EPD registries does Terrave support for EU submission?

Terrave generates declaration packages formatted for IBU (Institut Bauen und Umwelt, Germany), EPD International (Sweden-based, widely accepted), Smart EPD, and INIES (France's national registry). ÖKOBAUDAT-compatible data exports for German national annex compliance are also supported.

Does Terrave generate Declarations of Performance (DoP)?

Yes. Terrave generates the DoP package alongside the EPD — Declaration of Performance documents the product's essential characteristics against harmonised standards. For most CE-marked products, the EPD is referenced within the DoP as the environmental characteristic evidence.

Can one EPD cover both EU and North American declarations?

Yes. Terrave generates both EN 15804+A2 (EU) and ISO 21930 / ASTM PCR-format (North America) declarations from the same underlying verified record. The calculation methodology differs slightly between the two, but the core product data is shared. No separate studies needed.

Which product categories does EU CPR cover?

The CPR covers any construction product placed on the EU market with a CE mark: cement, concrete, masonry, structural steel, glass, insulation, wood products, roofing, flooring, internal and external wall systems, and more. If your product has a harmonised standard and a CE mark, CPR scope applies.

What is ÖKOBAUDAT and why does it matter?

ÖKOBAUDAT is Germany's national database of construction product environmental data, maintained by the German Federal Ministry for Housing. It is mandatory for use in German public building projects and increasingly referenced in procurement. Terrave generates ÖKOBAUDAT-compatible data packages for German market submissions.
